in my time in military the term soft targets was always used for humans. it nothing else but brainwash. it lets you forget that actually you're trained to kill other human beings. just the same with the organized de-humanization of POWs. If you are under the impression that you are not dealing with "real" humans it makes it easier to torture, kill or do whatever with them. That's the military.
